In our office the general rule is all writers write for all judges.  Court remands and certain "complex" or "unusual" cases are pulled out and given to sr. atty's.

Under HPI the general rule was team writers write for their team's judges.

In the old unit system [that has not been in general use for over 20 years] writers were assigned to specific judges.  Judge A's writer only wrote for Judge A.

In our office, we write for all the judges.  However, last year we tried an experiment where writers were generally assigned to write for two judges (During the end of month favorables were handed out in free fire mode).  Additionally, each judge had four writers assigned to them.  The HOD believed this set up would ensure that a writer would still have enough work if the ALJ was absent for vacation or is generally underperforming.  It would also not overly handicap a judge if one of the assigned writers was "less than stellar."  I enjoyed the program, but I think some of the writers and judges did not like who they were paired with and the HOD got tired of hearing of complaints, so we went back to the old method after trying it out for a year.

We have 3 teams, each under a GS and the writers general write for the aljs so assigned. There are exceptions , but I don't know how that works. One can specifically ask for a case to be 2written by a particular writer and management generally agrees.
